General provisions

A clone with the status of "baron" or higher can introduce bills to parliament.

Each submitted bill is pre-moderated by the State Cabinet Commissioner in order to weed out bills that do not fit within the framework of the upcoming development of the clone world, and to avoid unnecessary flooding.

Clones of the "burgher" status and above can participate in the discussion of bills in Parliament, and clones of the "burgher" and "merchant" statuses must have at least 200 additional units of "charisma.

Only the clone who proposed the bill (the author of the bill) can make edits to a bill that has been put forward for parliamentary consideration.

All residents of Clone Earth can possess information about the process of the State Duma and the State Cabinet, that is, to see:

  • Institutional statistics.
  • Bills that are being finalized and their history.
  • Bills being drafted by the Duma.
  • Bills on the ballot.
  • The bills are in the process of implementation.

Before the bill reaches the State Cabinet, it must be approved by the residents of Clone Earth by popular vote.

Voting and approval of bills

Clones of Craftsman status and above may vote to approve bills.

For voting to be valid, at least 30% of barony clones must vote (say, if there are 30 barony clones in a state, then at least 9 barony clones must vote).

A bill is considered approved if a majority of the social weight (a measure of a clone's affluence) of the voting public votes "yes.

In addition, at least one affirmative vote must belong to the Emperor or the Boyar. With all other voting outcomes, the bill will move back to the discussion section of the bill.

All clones of the account (except tramps) participate in the voting. All of these clones will have the same opinion as expressed in the vote in Parliament by the account owner.

Voting lasts for three days. During voting, the voting page displays the number of clones of each status who voted for and against. The results of the vote show the total social significance of those who voted "for" and "against".

As soon as the bill hits the voting section, the news feed will display the voting information (5 times in total within 3 days) and the residents of Clone Earth will be notified via internal mail.

If successful, the bill is moved to the State Cabinet.

State cabinet

The State Cabinet is a Clone Earth institution charged with creating gameplay, overseeing game rules enforcement and development of the game scenario, and producing game modules.

The Cabinet has the right to veto a bill passed by the Duma, stating the reasons for such a decision (in case the bill is very much at variance with the logic of the planned development).

The Cabinet could implement the bill without the involvement of the Duma, as some game scenarios require strict confidentiality in implementation and cannot be divulged to participants to maintain game interest.

The Cabinet assigns priority to the adopted bill, that is, the bill gets in line for implementation in the project, which is done to comply with the planned logic of development.

The Cabinet has the right to enter into discussions of bills and make recommendations.

The State Representative is the "State Cabinet Commissioner.
